ParsingInstructions

One scope of parsing instructions, which holds a _fns pipeline, _on_error, and _items and fields that are scopes of their own.

The value type does not depend on the key, so {"t": "warn"} type-checks, and Payload raises for it. pyrefly checks this shape only in a value annotated with ParsingInstructions, not in a literal passed to a model.
